CARES ANIMAL EMERGENCY RESPONSE RESOURCE LIST

Definitions

General categories of resources are separated by emergency response activity:

EMERGENCY RESPONSE CATEGORY DEFINITION
A) Search, Rescue and Evacuation This category pertains to search and rescue of animals, as   well as to evacuation efforts for animals.
B) Transportation This category pertains to animal transportation.
C)  Sheltering This category pertains to resources that may be required   to identify an animal shelter site, and to set-up and operate a temporary animal shelter.
D) Veterinary Services This category pertains to veterinary services and supplies   that may be needed throughout the course of an animal disaster response.

Within each category are applicable sub-categories (specific to that category):

SUBCATEGORY DEFINITION
Personnel This subcategory pertains to individuals or teams who possess specific training to address a need set forth in an emergency response category.
Equipment This subcategory pertains to relevant equipment that may be needed to address a need set forth in a emergency response category.
Locations This subcategory pertains to current site locations, or   potential sites that may be used to address needs set forth in the Sheltering category.

Animal classifications are grouped as follows:

ANIMAL CLASSIFICATION DEFINITION
1)  Companion Animal Dogs, cats and “household pocket pets”: hamsters, guinea   pigs, gerbils, etc.
2)  Equine Domestic horses, mules, donkeys, zebra.
3)  Livestock Cattle (beef/ dairy), domestic bison, goats, sheep, Swine.
4)  Exotic/ Zoo Land dwelling wild animal species, zoo species in captivity (elephants, giraffes, eagles, crocodiles, gazelles, lions, bears,   etc.)
5)  Avian/ Reptile Domesticated (pet) birds and reptiles.
6)  Lab /Research Research animals housed in research, biomedical or lab   facilities.
7)  Wildlife Any wild animal.
8)  Aqua Marine Captive aquatic species, aquariums, animal water parks.
9)  Poultry Layers, Broilers, Turkey, Quail, production fowl.

Requests for resources follow up through the levels of SEMS, from the field to local government to County Operational Area to the Regional Operational Area, to the State Operations Center, to FEMA.  The request should describe the need, not the resource.  It will be up to those along the chain of communication to determine how to fill the need with the most appropriate, available, and closest resource.  The request will stop at the level that can fulfill the resource.  The Operational Area will reach out to other Counties in their Mutual Aid region.  The Regional Operations Center will reach out to counties across the State.  The SOC will reach out to State Agencies, private sector partners, and FEMA.  FEMA will reach out to their ESFs.
